GRENADA GOVERNMENT SUBMITS NEW HURRICANE RECOVERY FUND ...  
By Michael Bascombe ST GEORGE'S, Grenada (AP) -- The government submitted a revised proposal Thursday to require workers to contribute part of their salaries to a hurricane recovery fund, saying changes were made The new proposal exempts workers who make less than Eastern Caribbean $1,000 a month from contributing to the Grenada Reconstruction and Development Fund, said Einstein Louison, the leader of government business in the Senate. Workers who make more than EC$1,000 (US$375) and less than EC$5,000 (US$1,870) a month would be required to contribute 5 percent to the fund, but not on the first EC$1,000 of their salaries, Louison said. The initial proposal would have required all workers who make US$5,000 or less to contribute 5 percent on their entire salary. The proposal also would require workers who make more than EC$5,000 a month to contribute 2.5 percent of the salaries, a provision unchanged from the previous initiative. Workers who make less than EC$5,000 a month would contribute more because they don't pay income taxes. The initiative seeks to raise EC$15 million (US$5.6 million) a year for five years for the fund, which was established after Hurricane Ivan swept through Grenada in September, killing 39 people and damaging or destroying nearly all the island's buildings. Parliament will consider the initiative as part of a proposed $666 million (US$250 million) budget. The government withdrew the first proposal last week after receiving complaints from workers and opposition leaders.
