EMPOWERMENT OF PUBLIC SERVICE  
ST. GEORGE’S, GRENADA _ Prime Minister and Minister with responsibility for the Public Service, Hon. Tillman Thomas, has assured Parliament that the Public Service will be fully empowered to address issues of implementation that has been “plaguing it for years.” The Prime Minister was making his contribution in support of the 2011 budget, which provides for recurrent expenditure of EC $579, 690, 385 and Capital expenditure of EC $203, 704,550 and reflects the vision of Government. The Prime Minister announced a series of measures to successfully implement the 2011 Budget, including strengthening the Senior Managers Board (SMB) to provide policy direction within the service, the January 2011 implementation of a performance appraisal system for members of the SMB and the reviewing of public service regulations that will enhance the efficiency and effectiveness of the service. “As part of the process each ministry and department is expected to provide Cabinet with its corporate plan and quarterly reports on the implementation process and the implementation of Cabinet decisions,” the Prime Minister said. He said the government has also received the support of the Commonwealth Secretariat for online courses in leadership and change management that will be available to permanent secretaries, senior administrative officers and persons aspiring to leadership positions within the public service. “It cannot be business as usual,” the Prime Minister declared, adding that the Public Sector Reform programme was given a second life with the launch of a vision for the Public Service in May, 2010. He said one of the measures to be implemented in 2011 is a Policy, Monitoring and Evaluation Unit within the Cabinet Secretariat, responsible for quality assurance of Cabinet Submissions, the monitoring of the implementation of Cabinet decisions and the reporting to Cabinet on the implementation of projects and programmes. “As a result of what we have already done, Grenada has been identified as a leader in the area of public sector reform in the OECS and the Eastern Caribbean Central Bank (ECCB) has selected this country as a pilot for OECS public sector reform. eh, I am very sorry to hear what Ms. Elizabeth had to experience while visiting our country. I being through worse though. Sometimes you walk into government offices and would find some of them standing in a corner talking their own personal business. You say hello and they look at you as though you're crazy. They would not even say good morning or can I help you. It's very bad for us in Grenada because we are at these people's mercy and when you ask to speak to a supervisor, they may say he's not here or he's busy. Tillman Thomas would not be able to change that. Under Keith Mitchell, a lot of them would be filing their nails, talking on the phone with their boyfriends and families and you dare not try to interrupt or get their attention. And guess what, you could not complain to Keith NMitchell because they voted for him and he could not fire them. It's the same practice. Tillman Thomas cannot change such unacceptable behavior overnight. We Black folk just don't get the importance of excellent customer service. Some of these people are killing the tourist industry and government reputation amongst the people it was elected to serve. This could not happen under PM Maurice Bishop.

Elizabeth Patsy Joseph, I sympathize with 100%. The poor, unprofessional, unacceptable unfriendly customer service behavior seems to be the norm here in Grenada, especially if you look and speak like those same uneducated, miseducated, senseless, politically appointed and untrained fellow Grenadians who think because they given a uniform that give them the power and authority to mistreat and render such unheard of government/public services. It's very sad that were it a White person who had sought such government service, the same employee would have forgotten everything he/she was doing and attend to them immediately. These government workers have frequently failed to realize they are the face of our government and country. Grenadians, we have a right to demand better government services from these people. It's our tax dollars that are used to keep them employed. However, to help TIllman Thomas to change such rude and unacceptable behavior, I encourage you, as Elizabeth Patsy Joseph's situation to get the employee and her supervisor's names and write a notarized letter to registrar and the prime minister. We must begin to demand change, physically and through the pen and paper. Simultaneously, Ms. Elizabeth Patsy Joseph, it's my hope that you did ask to speak to her supervisor. These people have got to realize that a uniform does not give them the authority to mistreat the public.

Mr.PM I must say this empowerment of the public service is long overdue,I was shock of the behaviour of this woman in the register offfice the last time i visited Grenada.She had me waiting for a birthpaper for two hrs.First she had to give something to her friend in a car outside ,on her return she then told me I have to go downstairs to get a stamp,Ispend 3hrs to get one birth papers.We need better service fr civil servants.

Prime Minister we hear you and if what you say is going to be implemented within the civil service thats really good news because for to long there was a tendancy for thoes who works in the public domain (civil servants ) and may i also say in the private sector to behave in a manner that question their professional qualities towards good customers service ethics ,for example you walk into a shop and say good morning and they look at you as though you have just landed from outer space,and the same can be said about some government employees and their behaviour towards their customers so if this is going to help empower thoes within the public sector thats good news and long overdue.
