Foreign Ministers Steele and Meade Kuribreña signed on behalf of the two countries and the ocassion was the culmination of months of negotiations at the level of the respective foreign ministries. The Agreement makes provisions for financial cooperation, exchange of experts, exchanges of materials and equipment, human resource development and any other areas of cooperation to be decided upon by the two Governments through periodic review and consultations. Mexico continues to be one of the strongest economies in Latin America and the Government of Mexico has expressed its commitment to deepening ties with the Caribbean. Headed by Dr. the Rt. Hon.
