GRENADA BECOMES EMBROILED IN CARIBBEAN KNIGHTHOODS SCAN...
Following allegations that British public relations consultant Anthony Bailey used promises of donations and unofficial honours to obtain a knighthood in Antigua and Barbuda, accusations have now surfaced that he also obtained a knighthood from Grenada in similar circumstances. According to an article by Ned Donovan in Britain’s Mail on Sunday newspaper, the Commonwealth secretary general, Baroness Patricia Scotland is also facing further embarrassment over her links to Bailey, who has referred to her as one of his “dear friends”. Officials at Buckingham Palace have repeatedly warned Bailey, who calls himself “Sir Anthony”, to stop masquerading as a British knight on the basis of his Antigua and Barbuda honour. British citizens with foreign knighthoods are not allowed to use their titles in the UK. Bailey received a knighthood from the governor-general of Antigua and Barbuda in 2014, in a process one contemporaneous fellow recipient called “irregular”, but he has frequently flouted convention by using his title in the UK, much to the dismay of Buckingham Palace and the Foreign Office, which has also asked Bailey to desist. Now a second knighthood he was granted by Grenada is being investigated, amid accusations that it violated the country’s laws. Last November Bailey obtained his second Caribbean “knighthood” from the governor general of Grenada, Dame Cécile La Grenade, in what was officially billed as an “exchange of honours”, in which he awarded her the blue sash of Constantinian Grand Cross with Gold Star. However, under the Grenadian Honours Act, only two people can receive knighthoods each year, but Bailey managed to obtain four for himself and his allies in one day, The Mail on Sunday reported. Concerns have been raised over allegations that donations from a Catholic order Bailey helped run directly resulted in the knighthoods – which an opposition politician said could have violated the Act. Vincent Roberts, of Grenada’s opposition party, told The Mail on Sunday there were calls for an immediate review of the knighthoods, adding: “We are very concerned about this.” Bailey, who runs the UK arm of the Sacred Military Constantinian Order of St George, travelled throughout the Caribbean collecting honours in a handful of countries where the Order has promised donations. He made 21 visits for the Order to the Caribbean, with Baroness Scotland accompanying Bailey on some of them as part of an “official delegation”. In several of these countries, Bailey swapped medals and decorations with leading politicians, Grenada being one of them. Scotland insisted on Saturday that she was “not involved in any decisions about honours”. A spokesman for Bailey said any queries about his knighthood should be directed to the British and Grenadian governments. Along with previous articles by the Mail on Sunday, Private Eye, a well-known British satirical and current affairs magazine, has also reported that simmering official exasperation at the antics of “puffed-up popinjay” Bailey finally boiled over in June with an unusual notice in the official London Gazette, jointly issued by Buckingham Palace, the Foreign Office, the College of Arms and the Central Chancery of the Orders of Knighthood that was aimed squarely at him. On June 1, 2016, the Gazette announced: “Notice is hereby given that, in line with the long-established convention concerning foreign titles, British nationals who have been awarded an honour by another country may not use any associated title, that the award might bestow, in the United Kingdom. Only those British nationals, including dual nationals, awarded a British Knighthood or appointed to a British Order of Chivalry as a Dame, may use the title ‘Sir’ or ‘Dame’ in the United Kingdom.” Antigua and Barbuda Prime Minister Gaston Browne has confirmed that the knighthood awarded to Bailey is now under “review”. Two of Bailey’s friends who were knighted with him in Antigua have already had their honours revoked pending an investigation. Browne said that all three knighthoods had been arranged prior to his Antigua and Barbuda Labour Party (ABLP) coming to power in June 2014. “By the time we came to office, this was a fait accompli and we honoured the arrangements without any knowledge of the prior discussions,” he said. Browne is understood to have referred the matter to the local Honours Committee but the governor general, Sir Rodney Williams, who chairs the committee, asked that the review be deferred. Williams is said to have been the beneficiary of “wining and dining” in London and a paid trip to Rome in November last year to meet the pope at the expense of the Constantinian Order and/or Bailey. Williams is married to Sandra Scotland-Williams, a cousin of Baroness Scotland, who is also a high ranking officer of the Constantinian Order. However, charitable projects in Antigua announced by Bailey and Scotland some 18 months ago on behalf of the Order are still awaiting nearly half of the promised US$1.6 million. Scotland promoted its doubtful charitable works while soliciting votes from Caribbean governments for the Commonwealth post. Archbishop Kenneth Richards, who is overseeing the projects in Antigua, has revealed that work on two of them was halted last year because the promised money has not been forthcoming. The church was forced to meet the final cost of a third project by borrowing US$175,000 from a bank. Despite this, Bailey later took credit for its completion, claiming it had been “financed” by the Order. The Order's Grand Treasurer in Italy has quit after questioning its financial situation and commitment to helping the needy. On the organisation’s website, Scotland took personal responsibility for introducing the Order to Antigua. She has, however, denied being “party to the granting of a knighthood to Anthony Bailey or anyone else”. Source: Caribbean News Now
